Due to the introduction of caching, the repository containing server-sent plugins changed layout. For a brief period, both the old and new layouts existed side-by-side, but the old layout has now been removed. As a consequence, using server-sent plugins with Gang Garrison 2.5.x will no longer work. However, it is possible to use ServerPluginsDebug if, for some reason, you still need to use Gang Garrison 2.5.x. (See the FAQ)
