Healing is 1 per 2f and he heals himself at 5 per 30f.
I believe 2 and 30 are in frames and 30 fps or 60 fps (not sure)

I've never even edited any of the character pages except for the constructor to add the sentry statistics.

There should be one, but it should be unlisted, since you have to "find" qoute, I think the qoute guide should be the same way.
