All of the hats are handled by a central server. Every time you join a game you connect to this server and download the hats, they are added into the game's resources before the first frame of the game even happens so you'll never see image files. Hell, even the hat objects work in that manner so you can't mod your game to not show hats due to your shame in not owning hats of your own.

The only way i can see an anti skinnable dev hat working is either a code that checks consistency or the devhat is downloaded everytime it's used, to a temp folder

I guess there's also the balance bits, like the quotelauncher now does 17-3 damage, and medic healing beams also cloak to prevent giving away spies, and the Manvich guarantees critical hits if you get backstabbed while eating it, and flame now does 0 damage so nobody can whine about how it's overpowered, and the scoot has a triple jump so every other class can get a double jump.
